Kate MinottBiography:
Kate Minott has been a long-time Parks and Open Space activist in the Aptos community and has served on the Parks Commission since 2000, when she was appointed by Supervisor Ellen Pirie. Kate earned her B.A in Psychology from UCSC and worked for several years at the Cabrillo College Library. While completing her Masters in Urban and Regional Planning from San José State University, Kate has traveled and studied historic urban and recreational park space design in China, Cuba, Europe and Canada. Kate’s research reports range from upscale facility design for people with Alzheimer’s to the inclusion of teens in neighborhood park planning. Kate initiated the approval for a temporary BMX park site within Aptos Village and is a strong advocate for a new safe skateboard site within the Second Supervisorial District. Kate is a member of the National Recreational Parks Association, the Urban Land Institute (ULI) and the American Planning Association. Kate is an alumna of Leadership Santa Cruz 2006 and currently serves on the Board of Directors for the Seacliff Improvement Association.


Francisco Serna
Biography:
Francisco has been of the Davenport Resource Service Center since March
of 2003. Prior to this
post, he was the Recreation Superintendent with the City of Watsonville
where he assisted in the development of the general plan. Francisco
served as Community Liaison and Resources Coordinator for the City of
Santa Cruz and managed the Beach Flats Community Center for the Parks
and Recreation Department where he assisted in the development of the
Beach Area Neighborhood Development Plan. Francisco was also an
admissions counselor at UCSC. He assisted Cabrillo College in the
development of an outreach plan for the EOPS office impacting the County
Latino population. Francisco attended the University of
Oregon and holds a degree in the Philosophy of Political Theory from the
University of California. He served on a congressional commission
on Agent Orange during Leon Panetta’s congressional tenure and
received the Social Sciences Division award for excellence in community
service while employed with the city of Santa Cruz in 1999. Past

Leadership Santa Cruz County; Member of Task force on Art Education
Santa Cruz City Schools; Member of City of Santa Cruz Public Art
Planning Commission. Hobbies include: music (playing congas to
break the silence), salsa & norteno dancing, gardening, art, film,
theater, reading, mountain biking, fishing, golfing, cooking, traveling.
The Serna’s have four children and have resided in Santa Cruz County
since 1976.
