Moran Lake County Park

In December 2007 the Draft Moran Lake Monarch Butterfly Habitat Management Plan was completed.  This document provided recommendations for strategic tree planting, drainage work and maintenance management practices to stabilize and improve the habitat for the Monarch Butterfly in the 9.2 acre park site.
 

Park Planning staff is currently working with a local landscape architectural firm and biotic and engineering specialists to develop plans for implementing Management plan recommendations.  The plans will also provide the framework for reconstructing the aging infrastructure and enhance environmental awareness in the park.  Infrastructure improvements include reconstruction of the park restroom and parking facilities for ADA compliance, bank stabilization and improving drainage.  Environmental awareness will be enhanced with reconstructed pathways, installation of a butterfly nectar demonstration garden and interpretive signage in several locations throughout the park.

On February 25, 2009 Parks staff met with members of the Moran Lake County Park community to discuss the improvements described above.  Residents within 1000’ feet of the park site were notified.  The public had several comments and questions for Parks staff; the majority of concerns centered on the maintenance of the eucalyptus trees and the site drainage.  Below is a list of resident comments:  

  • The occasional rising lake level over sewer lines creates a pollution and health issue and needs to be addressed.
  • The proposed swales may get covered by tree debris.
  • The proposed boardwalk will require continuous maintenance of leaf litter.
  • Falling tree limbs may damage the proposed boardwalk.
  • Existing park maintenance does not seem adequate for proposed improvements.
  • Boardwalk is not needed.
  • Can dogs be walked off-leash?  (This is currently against County code.)
  • No leaf blowers in park.
  • Parking lot needs a locking gate at night; illegal use of park at night is common.
  • Is there an alternative to the raised boardwalk idea?
  • Make sure to address drainage issues on Sanitation District site.
  • Try to avoid tree plantings which block ocean views.
  • Can the lagoon be aerated in the summer; maybe with a fountain?
  • Look at turf block as an alternative to proposed path.
  • Be sure pathway is above flood level.
  • Remove proposed park signage off 30th Ave.
The next steps for the Moran Lake County Park project are to work with the Consultant to refine and revise Combine Management Plan and drawings based on public input.  Parks staff submitted for the DRG in October 2009.  Parks staff will work with the Consultant to revise drawings per DRG comments.  The project will be brought before the Parks & Recreation Commission in August 2010 as an information item and November 2010 as a public hearing item.  The next steps will be to bring the project before the Board of Supervisors.  Parks staff hopes to submit for the discretionary permit application in 2011.
